Bagheera's GID Moment

I've seen many pics right here on DeviantART of characters in the same situation as Aladdin was in the movie "Aladdin", where that character gets shackled, gagged, and sunk into the ocean with a ball and chain. This pic has a character in a situation like that, and that character is Bagheera. Yes, Bagheera, the village leader in these pics, is having a GID moment. What group of people could have done this to Bagheera the same way the guards from Agrabah, though? And who will rescue Bagheera, since he doesn't have a genie in a magic lamp with him?
